When General Responsibilities Apply

General Responsibilities apply at all times and to every department in the Local Authority when they are exercising functions in respect of care and support (including for example Adult Care and Support, Housing and Children's Services). They apply to all adults who are resident in the local area (regardless of eligible needs) and throughout all areas of the Care Act, including but not limited to first point of contact, assessment, safeguarding and review. With the exception of the general responsibility to prevent needs for care and/or support these responsibilities also apply to children under the age of 18 who are going through the transition to adult Care and Support. In situations of urgent need, the responsibilities also apply to adults who are physically present in the Local Authority area who are ordinarily resident elsewhere.
